Both “World Petroleum Industry” and “Petroleum Forum” (English) are the journals of Chinese National Committee of World Petroleum Congress, which are jointly sponsored by the state committee and the four biggest state-owned petroleum company, that is, China National Petroleum Corporation(CNPC) 、 China Petrochemical Corporation(SINOPEC) 、 China National Offshore Oil Corporation(CNOOC) 、 Sinochem Corporation(SINOCHEM) .The aim of these magazines is: to adhere to the aim of World Petroleum Conference “for the sake of the interests of human being, to strengthen the management of world petroleum resources, and to give impetus to the application of advanced science and technology in the world petroleum industry as well as economic, financial and management research”, to serve the exchange and cooperation between China and foreign countries' petroleum industry, to serve the development of petroleum industry.

Since the publication and distribution of these two magazines, through high-level subject selection and scheme, profound editing thought, wide and quick information collection, exquisite printing and market distribution, they build a information platform for vast numbers of readers to know the petroleum industry, and establish a bridge for exchange and connection between China and foreign petroleum industry, which the general headquarters of World Petroleum Conference as well as its 57 member states and China and foreign petroleum industry pay a good deal of attention to and support energetically. They have comparatively stronger authority and greater influence.

Chapter 1 General Principles

Article 1. In order to give full play to the authoritative function of “World Petroleum Industry” and “Petroleum Forum”, strengthen the exchange and cooperation among the relevant units of domestic and foreign petroleum, petrochemical field, jointly promote the development of petroleum industry of our country, we decided to establish the periodical council of “World Petroleum Industry” and “Petroleum Forum”.

Article 2. The council aim of “World Petroleum Industry” and “Petroleum Forum” is: to unite people from all sides, to establish a good exchanging platform, to jointly promote the sustainable development of petroleum and petrochemical industry in our country. The purpose of its work is: to take the magazines as medium to develop wide cooperation channel; to take development as purpose to realize superiority complement, interests share.

Chapter 2 Council member as well as its organization

Article 3. Any enterprise, institution, government organ, society with legal person qualification as well as independently-managed units, who abide by the relative laws and regulations, care for petroleum cause and magazine's development, accept the constitution, fulfill the member's duty, take part in the council's activities, pay membership dues according to relative regulations, can become the council member and point a person in charge to hold the relative post.

Article 4. In the council there are 2 honorary board chairman, 1 board chairman, deputy board chairmen(unit), standing directors(unit), directors(unit). The daily work organization of the council is secretariat, which locates at the editorial department of “World Petroleum Industry” and “Petroleum Forum”. The duties of the secretariat are: 1. be responsible for contacting the council member, solicit suggestion and recommendation about the journals; 2. be responsible for collecting the advertisement of member unit and arrange publication; 3. be responsible for informing member unit of the council's activities, and organize to implement; 4. be responsible for implementing and fulfilling the relative rights and duties.

Chapter 3 Rights and Duties of Member Units

Article 5. On every issue of “World Petroleum Industry” and “Petroleum Forum” the magazines give prominent coverage to the name of member unit and person in charge as well as his (her) duties. The member units enjoy the following rights:

•  Take part in revising the constitution and plan of the council;

•  Put forward suggestion or recommendation about the principle, development plan of “World Petroleum Industry” and “Petroleum Forum”;

•  Under the same condition, the contributions from member units have the priority to be published with higher payment. Standing directors and above has the right to recommend a specially invited journalist;

•  On every issue of “World Petroleum Industry” and “Petroleum Forum” there are special column to publish reports about member units in words and pictures free of charge.( the two magazines will present one color page to member units and two color pages to standing directors and above), besides the presented page, other advertisements can get 50% discount. Within every term of office, deputy board chairmen and standing directors can publish their report on a special subject or leaders' special visit free of charge; deputy board chairmen and standing directors can direct a column proceeded by their name on one issue;

•  Member units can publish certain amount of propaganda pictures and articles on the official website of China state committee of world petroleum conference: www.wpcchina.org free of charge;

•  Free “World Petroleum Industry” and “Petroleum Forum” throughout the year will be sent, (to the designated addresses of member units). Deputy board chairmen and standing directors can get 50-80 sets of every issue; directors can get 20-30 sets. All relevant formalities will be conducted by magazine office;

•  The council can organize consultation on special subject and offer technical service according to requirements of member units to offer theoretic support and decision reference for the development of member units;

•  Member units have priority to take part in the discussion and exchange activity organized by the council. The council will organize relevant member units to do observation at home and abroad as required.

Article 6. Member units of the council shoulder the following duties:

•  care about and support the periodical council of “World Petroleum Industry” and “Petroleum Forum” to give play to each other's superiority, and offer advice for its development;

•  Conscientiously safeguard the image of the council, abide by the constitution of the council, fulfill the decisions of the council and shoulder the duties of the council;

•  Enthusiastically take part in activities of exchange, discussion as well as observation organized by the council;

•  Actively contribute good articles about its own development and experience;

•  Support the council to carry out relevant social activities, care about the development of the magazines, defend the fame of the magazines;

•  Pay membership dues on time.

Article 7. The council of “World Petroleum Industry” and “Petroleum Forum” holds annual meeting in principle.

Chapter 4 the Funds of the Council

Article 8. The funds of the council come from:

•  Membership dues paid by member units;

Every session of the council has a term of 1 year, the standard of membership dues is as follows:

deputy board chairmen(unit): 80,000 yuan

standing directors(unit): 50,000 yuan directors(unit): 30,000 yuan

•  The income from the paid service;

•  Other legal income.

Article 9. The expenditure of the funds

•  Part expenditure for the relevant service and activities of the council;

•  Propagate the member units;

•  Investment for the development of “World Petroleum Industry” and “Petroleum Forum”;

•  Everyday administrative expenses.

Chapter 5. Supplement

•  Anything which does not covered in the constitution will be decided by the council;
